Hawaii feels like another country. You land 2,400 miles from California, in a place with its own language, its own time zone and its own royal palace. But since 1959 Hawaii has been the 50th US state, and that changes the paperwork completely. Whether you need a passport depends entirely on where you are flying from and which passport you hold.
The short answer
| You are… | Passport? | Also need |
|---|---|---|
| A US citizen flying from the mainland, Alaska or a US territory | No | REAL ID or other TSA-accepted ID |
| A US citizen flying from abroad | Yes | Passport, as for any US return |
| Canadian | Yes (or NEXUS) | No ESTA or visa for tourism |
| From a Visa Waiver country (most of Europe, UK, Japan, Australia, New Zealand, South Korea and others) | Yes | Approved ESTA |
| From any other country | Yes | US visitor visa (B-2) |

US citizens: REAL ID, not a passport
For American travellers, a flight to Hawaii is a domestic flight, exactly like flying from Chicago to Denver. There is no passport control on arrival, and you do not need a passport to board.
What you do need is acceptable ID. Since 7 May 2025, TSA has required a REAL ID-compliant driver's licence or state ID (look for the star in the top corner) or another accepted document, such as a US passport, passport card, military ID or a trusted traveller card like Global Entry. Since 1 February 2026, travellers who arrive at security without acceptable ID can try TSA's identity verification process, but it costs $45, covers ten days of travel and is not guaranteed to work. Children under 18 do not need ID for domestic flights when travelling with an adult.
A passport is still useful as a backup ID, and you will need it if your route includes a stop outside the United States, for example a cheap fare that connects through Vancouver or Tokyo.
Visitors from other countries
If you are not a US citizen, you need a valid passport, and in most cases one of two things: an ESTA or a US visa. Hawaii follows exactly the same entry rules as the rest of the United States.
Citizens of the roughly 40 countries in the Visa Waiver Program, which includes Germany and almost all of the EU, the United Kingdom, Switzerland, Japan, South Korea, Taiwan, Australia, New Zealand, Singapore and Chile, can stay up to 90 days for tourism without a visa, provided they have an approved ESTA and an electronic passport. Canadians are a special case: they need a passport (or NEXUS card) but no ESTA for a holiday. Everyone else needs a B-2 tourist visa from a US embassy or consulate, which usually means an interview and a wait of weeks or months, so apply early.
Some Visa Waiver travellers are not eligible for an ESTA, for example if they have visited certain countries such as Iran, Iraq, Syria or Cuba in recent years, or hold dual nationality with some of them. In that case you need a visa even with a European passport.
ESTA step by step
- Apply only on the official site, esta.cbp.dhs.gov, or the official ESTA Mobile app. Many look-alike sites charge far more for the same form.
- Apply at least 72 hours before you fly; most approvals come within minutes, but some take longer.
- The fee is $40.62 for applications from 16 October 2026 (it was $40.27, and $21 before 30 September 2025). If the application is denied, you pay only the $10.62 processing part.
- An ESTA is valid for two years, or until your passport expires, whichever comes first, and covers multiple trips of up to 90 days each.
- Answer every question accurately. A proposal to make five years of social media history mandatory was being revised in 2026 and was not yet in force; check the form for the current questions.
The agriculture declaration
Hawaii's isolation made it home to thousands of species found nowhere else, and it also makes the islands vulnerable to new pests. That is why every traveller arriving from the US mainland must complete the Plants and Animals Declaration, now online through the state's Akamai Arrival portal, up to five days before departure. It is required even if you have nothing to declare.
Fresh fruit, plants, seeds, soil, live animals and some foods must be declared and may be inspected or confiscated. Snakes are banned entirely. Pets face strict rabies quarantine rules and need months of preparation. On international flights, the US Customs declaration covers agriculture instead.
Leaving Hawaii, your bags are checked too: before flights to the mainland, the US Department of Agriculture screens luggage for fruit and plants. Many fresh fruits cannot leave the islands; pineapples and coconuts that have passed inspection usually can.
Flying via the mainland or Asia
Most European travellers reach Hawaii with a connection on the US West Coast, in cities such as San Francisco, Los Angeles or Seattle. In that case you clear US immigration and customs at your first US airport, not in Honolulu, and the onward flight to Hawaii is domestic. Allow at least two to three hours for the connection.
If you fly via Asia, for example through Tokyo or Seoul, or via Australia or Canada on a direct flight to Honolulu, you clear immigration on arrival in Hawaii. Some Canadian airports offer US preclearance, so you complete the formalities before you leave Canada.
A checklist before you fly
- Passport valid for your whole stay (most countries' passports should be electronic for an ESTA).
- Approved ESTA, US visa, or for Americans a REAL ID or other accepted ID.
- Return or onward ticket; immigration officers may ask for it.
- Hawaii agriculture declaration completed online (flights from the mainland).
- Address of your first night's accommodation for the immigration form.
- Travel insurance with medical cover: US healthcare is very expensive for visitors.
Once the paperwork is done, the real planning can start: read which island to visit and how much a trip costs.
Quick answers
Do you need a passport to go to Hawaii?
Not if you are a US citizen flying from elsewhere in the United States. Hawaii is a US state, so a domestic flight needs only a REAL ID-compliant licence or another accepted ID. Visitors from other countries need a passport and either an ESTA or a US visa.
Do Americans need a passport for Hawaii?
No. A REAL ID driver's licence or state ID, a passport, a passport card or another TSA-accepted ID is enough. Without acceptable ID, TSA charges a $45 verification fee since 1 February 2026.
Do Canadians need a passport for Hawaii?
Yes. Canadians flying to Hawaii need a valid passport, or a NEXUS card, but do not need an ESTA or a visa for a normal holiday.
Do Europeans need a visa for Hawaii?
Most Europeans, including Germans, British and French, can visit for up to 90 days without a visa through the Visa Waiver Program, but need an approved ESTA. It costs $40.62 from 16 October 2026 and is valid for two years.
Do you go through customs when flying to Hawaii from the mainland?
No. There is no passport control between the mainland and Hawaii, but you must complete Hawaii's agriculture declaration and your bags may be inspected for plants and animals.
